Auckland Council has offered us a dedicated UDINZ update session on their development contributions work on investments in the north-west and AHP areas, now they are able to share their plans with developers. Andrew Duncan, Manager Financial Policy will be speaking and other council representatives will be available online.

They last updated you on their progress on proposed changes to the council’s contributions policy in March when they explained that the council is taking a longer-term approach to the funding of investment to support growth. The intention of the contributions policy is to ensure developers pay an appropriate share of the investment in infrastructure that they contribute to the need for and will benefit from.

They will be proposing changes to the contributions policy to reflect the updated capital expenditure plans in the Long-term Plan 2024-2034. The proposed changes will also include implementation of the council’s 2021 in principle decision to fund the growth share of capital expenditure to meet increased demand for infrastructure it provides over the longer horizon in the Investment Priority Areas (IPAs) through development contributions.

The Contributions Policy 2022 Variation A applied this approach to development in Drury. The next step is to apply this longer-term approach to the IPAs: the inner northwest (Red Hills, Westgate, and Whenuapai), the City Rail Link stations, and the Auckland Housing Programme (AHP) areas at Māngere, Mt Roskill and Tāmaki.

They have integrated the work to identify investments required for the inner northwest and the AHP areas with their review of the council’s contribution policy following adoption of the Long-term Plan 2024-2034. This has taken a little longer than they had hoped, however, they are now able to share the general direction of their proposal with you.
